Carney Said Balance Comes Next Year. The PBO Says Show the Rulebook.

If Ottawa wants credit for fiscal discipline, it should publish the operating-capital mapping manual Parliament needs to check the claim.

Prime Minister Mark Carney made a crisp promise at the Canada Investment Summit on September 15: Ottawa, he said, was “on track to balance the operating budget next year, one year ahead of schedule,” while maintaining the lowest overall deficit in the G7. That line sounds disciplined. The Parliamentary Budget Officer’s September 24 report makes clear why Canadians should ask for the worksheet, not just the slogan.

The new fiscal pitch rests on a split between day-to-day operating spending and capital investment. Budget 2025 created two anchors: balance operating spending with revenues by 2028-29, and keep the deficit-to-GDP ratio declining. The PBO explains that Ottawa’s capital-budgeting framework uses tests such as conditionality and linkage to decide whether a tax or spending item is treated as capital rather than operating.

That may improve transparency if the rules are stable and public. The problem is that Parliament still cannot independently reproduce the government’s classifications from a clear published manual. The PBO says similar-looking programs can receive different treatment, and cites examples where technology, innovation and agricultural programs are split across operating and capital categories. It also notes that the United Kingdom pairs a similar framework with a debt rule and a capital definition tied to national accounts standards — two safeguards the PBO says are absent from the Canadian approach. Canadian Press reporting on the same report summarized the watchdog’s concern this way: Ottawa’s definitions can be inconsistent and contradictory.

That matters because timing has now become a political claim. Carney says operating balance arrives in 2027-28. The PBO, using Budget 2025 and Spring Economic Update information, projects the government will miss the 2028-29 operating-balance target by one year and reach balance in 2029-30. Finance says the government still expects to balance a year early. Fine. Then publish the bridge.

A conservative accountability standard is straightforward: show the operating-budget rulebook. Release the program-by-program operating and capital labels, the methodology behind each label, the changes since Budget 2025, the impact of any summer announcements, and the reconciliation from the PBO’s 2029-30 projection to the Prime Minister’s 2027-28 claim. If the improvement comes from real restraint, Canadians should see it. If it comes from reclassifying spending, Canadians should see that too.

This is not an argument against capital investment. Roads, ports, defence capability and productivity projects can be legitimate national priorities. But borrowing is still borrowing. A government should not be allowed to call one pile “capital,” declare the operating side balanced, and then ask Parliament to applaud without the full ledger.

Carney wants to sell Canada as a safe harbour for investors. Safe harbours need clean charts, honest navigation and rules everyone can inspect. The PBO has handed Ottawa a simple test: publish the rulebook before taking the victory lap.

The rulebook test: publish the operating/capital classification manual, program labels, methodology changes, borrowing impact and reconciliation between the Prime Minister’s 2027-28 claim and the PBO’s 2029-30 projection.
