If Immigration Is Back Under Control, Publish the Control Dashboard

Mark Carney says Ottawa has taken back control. Fine. Then show Canadians the fraud, enforcement, housing and service-capacity receipts.

Prime Minister Mark Carney’s July 29 line was designed to sound final: the federal government, he said, has “taken back control” of immigration. He also admitted the previous situation was “far too high,” that Canada had “lost control” of foreign-student and temporary-worker levels, and that housing pressure may require “a few more years of restraint.”

That is not a small confession. It means Liberals are now taking credit for tightening a system Liberals allowed to outrun housing, services and public confidence. Conservatives do not need to exaggerate the problem to demand accountability. They simply need to ask for the dashboard that proves control actually exists.

The Auditor General’s March 2026 findings on the international-student program are the receipt test. The watchdog said Immigration, Refugees and Citizenship Canada reduced new study permits, but reforms “fell short” on integrity. About 150,000 cases were flagged for potentially problematic documents in 2023 and 2024, yet federal funding covered only about 4,000 investigations. The same release said IRCC did not follow up on 800 people later identified as having misrepresented information or used fraudulent documents; most later applied for other permits, and more than half of those applications were approved.

Those facts do not prove every student, worker or asylum claimant is a problem. They prove something narrower and more important: Ottawa’s control claim cannot rest on press-conference percentages. If the government can announce that asylum-seeker flows are down, temporary foreign workers are down and foreign students are down, it can also publish the operational numbers behind fraud screening, expired permits, removals, permit switching and capacity planning.

The public deserves a monthly immigration-control dashboard. Start with the current temporary-resident stock, broken down by stream and province. Add study-permit fraud flags, investigations opened, investigations completed, confirmed fraud, follow-up actions and later permit approvals. Add expired permits, overstay estimates, removal orders, actual removals and re-entry controls. Then connect the intake assumptions to housing starts, rental vacancy rates, classrooms, health care, language training and local labour-market demand.

Carney wants to present himself as the adult who cleaned up the file. Maybe some numbers have improved. But after years of Liberal slogans about compassion, growth and “welcoming” policy, Canadians are entitled to verify that restraint is real, enforceable and matched to capacity.

The accountability standard is simple: if immigration is back under control, publish the control dashboard. If Ottawa will not publish it, Canadians should treat the slogan as another political promise waiting for receipts.
